Context
Producing and distributing water of sufficient quality and quantity is at the core of what the Qena Company for
Water & Wastewater (QCWW) does. Collecting, treating and safely disposing of waste-water is also an important
role which is becoming more critical with greater regulations and restrictions coming into effect and an increase
in the population served by waste-water collection systems.
Water supply and wastewater companies in the Qena Governorate miss proper management and operation
processes, which makes it impossible to operate an effective system that delivers water supplies and removes
wastewater in a safe and effective manner.
Objective
Management and operation are improved in water supply and wastewater companies in the Qena Governorate.
Approach
The project team supports QCWW in building up the organizational structure and management procedures. It gives
advice with respect to setting up operational units on improving operation and plant maintenance as well as
improving financial management, debt collection systems and customer relations.

Impacts / Results achieved so far
The key to improvement of management competence in Qena is introduction of the new organisational chart. It
regulates responsibilities and describes clearly all the functions in the company. The staff makes constant
improvements in operations (improving work and maintenance routines and introducing energy-saving
methods), in the financial administration (budgeting and bookkeeping), in the commercial sector (collections and
customer service) and the management of the company training measures.
